The actual amount of the grant to be paid by the Government can of course be ascertained only at the last moment and upon presentation of a balance sheet, but it must be competent for me to apply to the Government to know if any grant will be given and for the Government to say whether it will give any assistance towards the construction of a school, before anything more has been done than the preparation of the plans, estimates &c.
